Issue
- We have a requirement to create a Liferay form having a document upload feature for guest users. Currently, in Liferay 7.1 uploading documents is not available for guest users.
Resolution

The file upload feature for guest users in Liferay Forms has been implemented in Liferay DXP 7.3 Fix Pack 1 and Liferay DXP 7.4 only. Previous versions, unfortunately, don't have this capability, and it is not something that can be achieved with a workaround, only through customizing Liferay. Guest User can't upload files in Forms
There were discussions in the past about backporting this functionality but there were a lot of concerns and considerations around this feature's design which led to the decision not to backport it to the older versions because it is not a safe modification.
