Issue
- Users can't see the rich-text actions toolbar until they select a piece of text if they create a new fragment with a rich-text type editable field and place it on a content page.

Steps to reproduce
1) Start Liferay 7.3 instance
2) Create a collection and a fragment in it
3) Create a rich-text type editable field in the HTML section, like:
<lfr-editable id="heading" type="rich-text">
Sample text
</lfr-editable>
4) Create a content page, put the fragment on it
5) Click in the fragment to start to edit it
6) Double-click on the text to open the toolbar
7) Tap Enter to create a second line, triple-click on the empty line to open the toolbar
8) Tap Enter again to create a third line
9) Triple-click in the third line, toolbar opens
10) Triple-click in the second line, toolbar opens
11) Triple-click in the third line again -> nothing happens
12) Start type something -> text appears in the third line, which can be selected to open the toolbar
13) Delete everything, so that only one empty line can be available.
14) Triple-click in it -> nothing happens
15) Start type something -> text appears, which can be selected to open the toolbar
Observed behavior: The toolbar's displaying mechanism is sometimes incorrect, making editing difficult.
Expected behavior: The toolbar should either be permanent or appear when the user clicks on an editable field and then disappear when the user leaves it.

Resolution
- The way the toolbar is shown and opened at the present is the intended behavior.

However, the following workarounds can be suggested in this scenario.

The PageEditor/AlloyEditor can be customized to meet the user requirements.

Create a Feature Request ticket to add a toolbar that appears when the user clicks on an editable field.

The Alloy Editor team can be contacted about modifying the behavior of the '+' symbol to display the rich-text toolbar.

Additionally, users can always start a new line and triple-click it to open the toolbar in that line.
