When I edit a user's personal information, only English Prefixes are available

Issue
- I go to: Control Panel > Users > Users and Organizations
- I add or edit a user
- In the edit view, I go to the Personal Information section
- Even is my display language is not English, only English Prefixes are available (Dr, Mr, Ms, Mrs)
Environment
Resolution
- Even if you (as the Admin) changed your display language, the default language for the users will be the portal default (English in this case).
- You can see this in the language selector located right above the Prefix field.
- If you change the user's language, you will see the Prefixes associated with that language.
