Issue

In the earlier versions or updates of Liferay, the Control Panel Menu was hidden for specific users, and in order to achieve this, custom themes were being used. Hence a new feature is introduced directly in the UI wherein the control panel menu can be viewed by the users according to the roles selected.
Environment

Liferay DXP 7.4 (update 87 and below)
Resolution
- Activating the "Show Control Menu by role" option and selecting the roles that can see the Control Menu will overwrite the default roles.
- Below are the steps to enable the option:
- Navigate to Site > Site Settings > Site Configuration >Menu Access
- Activate the "Show Control Menu by Role" option and save.
- Now select the roles that should be able to see the control menu and save it.

The observed behavior is a new feature that has been addressed via LPS-176136 and is included in Liferay DXP 7.4 update 88 onwards.
