Page "Draft Status" lost when staging is enable

Issue
- When enabling local staging, pages in DRAFT status are copied to Staging site in non-DRAFT status, but remain in DRAFT status on Live site even though they cannot be published there.
- Steps to reproduce
1. Site Administration > Site Builder > Pages, create two new content pages titled `Test` and `Test Draft`.
2. Add a `Heading component` to the Test Draft page, and return to the Pages menu without publishing the page (you can verify the Draft status of Test Draft on the page menu).
3. Create two child content pages under the Test page, titled `Existing Page` and `Existing Draft Page`.
4. Repeat the step of adding a heading component to the Existing Draft Page and returning to the Pages menu without publishing.
5. In Site Administration > Publishing > Staging, enable Local Live Staging, check the boxes to enable page versioning, and Save
6. Return to the Pages menu and notice that the Draft status has been removed from Test Draft and Existing Draft pages.
7. View Test Draft and verify that the Heading component is not visible.
8. Edit Test Draft and see that the Heading component is visible in the edit view of the page, but the Publish button is grayed out until further changes are made to the page.
Expected Behavior: Draft status is retained for pages when staging is enabled.
Actual Behavior: Draft status is lost from pages when staging is enabled, even though the draft version is retained.
Resolution
- The observed behavior is a known issue. And, it is fixed in latest fix pack i.e. Fix Pack 14.
- If the hotfix is required for this issue, please create a support ticket requesting hotfix by attaching patch details.
