Issue
- In which language are the web content non-localizable fields displayed?
Resolution

By default, the non-localizable fields will allow you to enter the translation only for the site's default language.

However, it is possible to change the default language of the content itself by enabling the Changeable Default Language option, although it will only show the languages available for that site.
