Is it possible to create a user who does not belong to any organization?

Issue
If an organization administrator of department ABC01 (child) under the jurisdiction of organization ABC headquarters (parent) performs "Add user" of the organization, is it possible to make the user not belong to any organization?
Environment
DXP 7.0, DXP 7.1, DXP 7.2
Resolution
When you create/add a user, Liferay DXP will automatically give them the "User" role.
If a user is added from "Add user" on the organization ABC01 department (child), the user belongs to the organization.
If you want to cancel the organization affiliation, click the "Delete" button to the right of the organization name that belongs to the "Edit > Organization".
If you are an administrator, you can also add users who do not belong anywhere from "Control Panel > Users and Organizations".
