Issue
- Users are not appearing in the Control Panel > Users > Users and Organizations section after upgrading to a newer Liferay version.
Environment
Resolution
- 1. Remove com.liferay.portal.search.configuration.IndexStatusManagerConfiguration.cfg from osgi/configs (this ensures that indexReadOnly=true is no longer set)
2. Go to Control Panel > Configurations > Search > Reindex All Search Indexes
3. Check Users and Organizations
