Issue
- On DXP 7.2, the Control Menu was not visible for Users and Power Users, but from DXP 7.3 it is. But since they don't have any permissions, the Control Menu seems to be empty.
Resolution
- It's intended to see the Control Menu icon when logging in with a user that has no specific permissions, because that icon allows accessing an overlay window showing the default, "must-have" site assignment to Liferay DXP.
