Issue
- After upgrading from Liferay DXP 7.3 (or prior versions) to 7.4, some Web Content Structures are showing as not translated in the UI, even though the translations exist in the database. The structure's fields may be translated, but the structure itself is marked as not translated.

Resolution
The behavior occurs because Liferay 7.4 requires a translated title for each locale to mark the structure as "Translated" in the UI. If a structure had translated fields but was missing a translated title in the source environment (7.3 or earlier), the UI will show it as untranslated post-upgrade.
To resolve this, add a translated title for each locale where the structure should be available before upgrading. Alternatively, add the missing title translation after the upgrade in the target environment.
