Non-administrators cannot access Search Insights widget configurations

Issue
- A non-administrator user has a custom role with permissions selected to access the Search Insights widget configuration. However, the user cannot open those configurations.
Resolution
- Only Virtual Instance administrators can access the Search Insights widget configuration. Permissions granted through a custom role are not sufficient to unlock it.
- To configure the widget, sign in as a user with the Administrator role in that virtual instance; or, assign the administrator role to the user who must configure this widget.
