Issue
- Steps to Reproduce:

1. Log in as Admin user.
2. Go to Control Panel -> Configuration -> Instance Settings -> Miscellaneous
3. In Available Languages, Move all the languages present in the Current Section to Available Languages Section. Move only English (Australia) language to the Current Section and Save.
4. Set User Default Language to English (Australia) and Save.
5. Go to Liferay Dxp site -> Content -> Forms.
6. Add a new form and Save.
7. During Saving we get an error message which shows "Your request failed to complete."
