Issue
- User has created a site template, but are unable to view the 'Segments' section under 'People' in the Product's menu.
Resolution
- Liferay provides site templates for designing structures and content that can be used during site creation. Each template includes most standard site applications for adding pages, stylebooks, web content, and more.
- These are primarily intended for maintaining pages across multiple sites.

Since Site templates support all site applications except staging, workflow, memberships, teams, and segments this is the intended behavior.
Please note that only sites can be segmented and personalized, not the site template.
