Issue
- When Segments are created in the Analytics Cloud console under a certain property associated with a specific site, the segment shows up on all sites in the connected instance and are scoped globally.
- This is in contrast to Segments created on the Liferay side on a site specific site, which are scoped to that site.

Resolution
- The behavior that is seen is intended and is part of the larger effort of unifying Liferay DXP and Analytics Cloud segmentation. It is intended for now that all Segments created within Analytics Cloud should be scoped to Global as opposed to being site specific
