Quartz data is a unique type of data. If quartz data is part of the database upgrade, then there are some potential additional steps to take during the upgrade process.

Resolution

If there are not any publishing jobs, simply dump the data in the old scheduler and the upgrade process will automatically create new quartz tables appropriately.

If there are custom jobs and/or publishing has been scheduled, users will need to export the jobs and re-import them after the portal has created new quartz tables.
