I can access the documents of a deactivated site unless permissions are revoked

Issue
- I have a deactivated Site
- If I try to access the Pages, I get the message: "This site is inactive. Please contact the administrator."
- At the same time, Documents and Assets can still be accessed and modified
- Users can use the document download links
- I expect that if I deactivate a Site, Documents and Assets will not be available either
Environment
Resolution
- Deactivating a site results in the deactivation of the site's pages and does not affect the availability of their Documents and other Assets.
- This is desirable for the case when the Site is used as a file server.
- The pages of the Site should not be accessible, but users still may want to access files from the Site's DM system.
- To revoke the permissions, follow these steps:
- In the Control Panel, go to Content > Documents and Media
- Click the vertical ellipsis button in the upper right corner
- Select Home Folder Permissions
- Deselect the VIEW permission for "Guest" or any user you do not want to have access to the documents
