Issue
The "Add Notification" button does not appear in the notification portlet
Environment
Liferay DXP 7.0, Liferay DXP 7.1, Liferay DXP 7.2
solution
The following permissions are required to add the "Add Notice" buttonPlease check user role settings
If you add the "Notices and Alerts: Control Panel Access" permission, it will automatically add the "Portal: View Control Panel Menu" permission as well.
If not needed, "Portal: View Control Panel Menu" must be removed manually
If you do not add "Portal: add regular notices", only "Common" will be displayed in the scope of distribution.
The permissions for the Notices portlet depend on the permissions for "Control Panel > Settings > Notices and Warnings".
Must be set in a standard role as it is a role associated with the control panel (cannot be set in an organization role or a sit role)
