Non-admin owner of a User Group is unable to perform any actions on it

Issue

Steps to reproduce:

  1. Create a new role (name doesn't matter)
  2. Grant the following permissions to this role:
    Portal: Add User Group
    Portal: View Control Panel Menu
    User Groups: Access in Control Panel
    User Groups: Configuration
    User Groups: View
    User Groups > User Group: View
  3. Create a user and grant it the role created in step 2
  4. Click the 3 dots next to the user and click on Impersonate user (work if you log in as this user as well)
  5. Go to Control panel -> Users -> User Groups
  6. Create a User group

Expected behavior: You can perform actions on the User group (Adding members for example)
Actual behavior: The owner of the User group cannot do anything with it
