Issue
- When a portlet is embedded within a footer/header on a content page, the portlet configuration is inaccessible, even in edit mode.
Resolution

Configuring portlets - embedded by a theme - are disabled within both the header and the footer as well. Such limitation has been set by design, in order to prevent accidental navigation when the page editor is open, and this way to avoid the unwanted user experience of accidental clicking on links that appear in the header or the footer.
