Issue
- When a new user is created, the password set URL is sent to the new users' email but it doesn't has expiration.

Currently, reset password links can be set to expire with the following portal property: passwords.default.policy.reset.ticket.max.age=86400
-
However, this expiration does not apply to the 'set new password' links sent to new accounts.
