Issue
- When a page's navigation menu position is changed in the Staged environment, and that page is published to Live, its position in Live has not moved.
Environment
Resolution
- This issue is present when Staging is enabled with only some pages published, and can be resolved by publishing all pages.

Page orders are only published or modified if all pages are published -- this is intended behavior to allow the navigation order for pages in Live to be different from the page order in staging.
