"App Manager is temporarily unavailable" error

Issue

  • I go to Control Panel > Apps > App Manager
  • I do not see any Apps listed, just a red warning on the top of the page "App Manager is temporarily unavailable"
  • In the console I see similar ERRORS: 
    ERROR [ajp-nio-10009-exec-6][PortletRequestDispatcherImpl:331] Unable to dispatch request: java.lang.IndexOutOfBoundsException: Index: 0, Size: 0

Environment

  • Liferay DXP 7.1

Resolution

Reinstall the Marketplace plugin

  1. Shutdown the affected bundle.
  2. Within the affected bundle, move the Liferay Marketplace - API.lpkg and Liferay Marketplace - Impl.lpkg files from the /osgi/marketplace folder to a different location outside of the /osgi folder.
  3. Go to: https://customer.liferay.com/downloads/
  4. For Product select DXP 7.1 and for  File Type select Product/Service Packs
  5. Use the Service Pack level that is prior to your current Fix Pack level. (In the download page you can see which Fix Pack is included in the Service Pack. For example, SP2 includes FP10. If you are on Fix Pack 9, download SP1).
  6. Bring the downloaded bundle online and allow it to fully start up.
  7. Shut down the bundle.
  8. Open the bundle and copy the Liferay Marketplace - API.lpkg and Liferay Marketplace - Impl.lpkg files from that bundle into the affected bundle's /osgi/marketplace folder.
  9. Clear the affected bundle's /osgi/state contents as well as the /liferay_home/work, /tomcat_home/temp, and /tomcat_home/work folder's contents.
  10. Bring the affected bundle online.
