clicking on the Global Menu (aka Open Applications Menu) icon in that black bar which is at the top of our UI all of the time (for administrators) does nothing until the page below is fully loaded. Even though intuitively for an end-user that bar (but especially the Global Menu icon in it) seems to be "decoupled", "independent" from whatever happens below

we can confirm that this is the intended behaviour because the Global Menu relies on certain JavaScript functionalities that require a full page load. While it may seem independent of the page content, it’s tied to scripts that load with the page. This behaviour is necessary for proper functionality. If we were to change anything about this behaviour, the adjustment would be to make sure that the button is disabled while the page loads, making it clearer to the user.
