問題
- 記事を承認したユーザーの場合、ほかのロールで通知対象に含まれている場合でも、通知のメールが届かないです。

ユーザーは、現在割り当てられているタスクに関連する通知を受け取りません。
その為、承認者ユーザーに通知が届くロールが含まれていた場合でも、通知を受け取らないことになります。
