Guest user cannot see a Document when accessed by the Latest version URL

Issue
- A Document has "View" permissions enabled for Guest users.
- When the Guest user wants to access the Document by using the Latest version URL, the Document is not accessible.
Resolution
- The link which you obtain from the document's "Latest version URL" needs Download permissions to work for Guest users.
- In a clean bundle, if you upload a document to Documents & Media, the "Viewable by" field is by default set to "Anyone (Guest Role)". This way, Guest will have View and Download permission as well.
- However, if the Site has at least one Private page, the default value of the "Viewable by" field will be "Site Members". Even if you change this manually to "Anyone (Guest Role)", the document will have View permission for Guests, but not Download permissions.
