Resolution
- There is no OOTB way to stop files from saving in the tomcat/temp/ directory. This action is managed by the application server, rather than Liferay, and is a necessary step for uploads. A potential workaround would be to use the built-in Anti Virus protection, in addition to, or instead of a custom approach.
