Background
In a workflow, email notifications are sent to all users in a role as a single email with all recipients in the "To:" field.
Objective
The goal is to send individual emails to each of the recipients. If individual emails cannot be sent, a single email sent to a single recipient with the other indicivudals listed in the BCC field can be used.

Resolution
- Create separate workflow notifications for each user.
- While Notification Templates allow sending individual emails, this is currently only supported for Objects. See Creating Notification Templates.
